Cannot Breathe is an effect that gives an eventual negative buff that is gained from staying submerged in water for longer than 20 seconds. It will decrease by 1 second for every second you stay submerged without re-surfacing to take another breath. When the counter finally hits 0 seconds, you will begin drowning, which depletes your health, leading to eventual death. The effect can be cured by simply returning above the water's surface to breath again, going underwater again restarts the counter.
