Plains Ground is found in the Forest Biome and crafted. It is the base floor terrain type and must be removed prior to accessing stone and other elements below from Mining.

Plains Ground itself, is obtainable by using Cheat Mode or crafting. Upon digging the ground, Dirt Fragment is produced.

Patches of clay may also be found in patches sporadically in Plains Ground.
