Quality Joe is a perk linked to the Scavenging skill.

Quality Joe has 3 ranks that raise the general quality (but not rarity) of items found when opening new containers. Each level increases the quality of items by 25 points each to a maximum of a 75 point bonus.

Each rank requires a progressively higher level in Scavenging skill. While the first rank can be purchased immediately for 10 points, the second rank of Quality Joe requires you to reach Level 30 in Scavenging.

For example, if you search a duffle bag and find a machete, it may normally have a quality of 100. At Rank 1 of Quality Joe, the machete would have a quality of 125. At Rank 3, the machete would be 175.

A common misconception about Quality Joe is that it increases your chance of finding rare items. The thought is that maxing out the perk could make the difference between finding Paper and finding a rare schematic or weapon. This is not the case. Quality Joe only improves the quality level of items found.
