Reinforced Cobblestone is an upgradeable building material. To create a block, one must first place down a Rebar Frame and use a Repair Tool or Stone Axe on it with two Cobblestones to create a Cobblestone block. You must then use your tool to upgrade it a second time with an additional 2 Cobblestones. It isn't a very efficient choice for building a structure because of it's lower durability from Cobblestone , but it's at it's best if you upgrade it to it's final form of Metal Reinforced Cobblestone.
