Levelling up Tool Smithing can be tricky in the early stages, since Survivors will only have access to the stone axe and shovels as their only available (and main) tools in the early game, although iron tools can be made if forges are established quickly enough.

A good place to level up Tool Smithing would be an area, near enough to the desert biomes where Survivors can harvest Cacti for Grass Fibres, but within an area where trees and rocks are readily available. The Grass Fibres are by far the hardest item to get for Tool Smithing, since Grass blocks only give 1 fibre where as multiple rocks can be gained per hit from Trees or Rocks, and Cacti become much more potent at getting Grass Fibres both earlier and later into the game so it may be worth finding an area that has a desert biome within.

Tool Smithing goes hand-in-hand with both Mining Tools AND Construction Tools, and even Bladed Weapons to a lesser degree. Making Axes, Wrenches and Claw Hammers will help construction as you repair or gather resources, Shovels and Pickaxes will help augment your Mining Tools as you are mining, and the Fireaxe can aid in increasing your Bladed Weapons skill.

As both Tool Smithing and Construction Tools or Mining Tools go up, Survivors will be able to gather resources at a quicker rate, and in less time/hits.
